We do now thanks Shadowfax, or at least he can. So no good.   Thanks to GB also, for info, I checked with the youth bike tent at the Farmyard and it is still illegal for him to ride even though it's not de-restricted.   Have now seen a non-import (don't know the term) so looking at that one!   Thanks all...
