Middle lane joggers motorways

Coming back from Duxford Airshow Sunday came across lane hoggers in the middle lane.Doing under 70 mph flashed a few and they moved over to slow lane haha flashed a few and they didn't move.
One youngish driver didn't have lights on.
I thought it was only on the outside/third lane you found them.
Not like in France Holland or Belgium when I was riding there in June this year.
They over took you and then pulled into your lane and stayed there.near side lane on a 2 way motorway.
